Contaminated Land Management in Hong Kong

Synopsis

In the Chief Executive’s 2020 Policy Address, multi-pronged land supply strategy is being implemented including reclamation in Tung Chung, the agricultural land and brownfield sites in New Development Areas (NDAs) such as Kwu Tung North (KTN) / Fanling North (FLN) and Hung Shui Kiu (HSK) / Ha Tsuen (HT). Hence, there is a high potential of contaminated land being encountered during site formation in these areas. Potential contaminated land has to be assessed properly and remediated before redevelopment in order to prevent unacceptable risks encounter by future occupants or users. 

There are mainly three types of land contamination in Hong Kong, namely, 

  1. Marine deposit from reclaimed land (e.g., reclamation in Tung Chung);

  2. Contaminated soil from historical and present land uses (e.g., HSK / HT NDAs); and

  3. Natural occurrence of Arsenic (e.g., KTN NDAs).

Assessments and treatments are based on the type of contamination. 

In this webinar, an overview of management framework of the three types of contamination including, assessment and available treatment technologies including,

  • Management Framework for Disposal of Dredged / Excavated Sediment

  • Investigation and Remediation of Contaminated Land 

  • Arsenic Assessment and Treatment

are presented with examples. In addition, exceptional cases of contaminated land treatment will be shared.


About the Speaker

Dr. Alex Cheung is the Director, Environmental & Sustainability, North Asia, at SMEC Asia Ltd with over 35 years of academic and consultancy experience. Alex is a Member Chartered Chemist of RACI, Fellow of IEAust & President of Hong Kong Chapter between 2021 and 2024, Fellow Member of The Hong Kong Institute of Environmental Impact Assessment (HKIEIA) and member of ASTM. He specialises in environmental site assessments and contamination & remediation works in Asia including Hong Kong, Macau, Malaysia, Singapore, Thailand, Philippines, Vietnam, Indonesia, China and Taiwan. Alex has in-depth working knowledge of planning, supervising, and assessing land contamination to Hong Kong and international standards, providing practicable good practice advice on remediation opportunities. 

Alex is a highly accomplished professional with extensive training in internal IMS auditing (ISO 9001:2015, ISO 14001:2015, OHSAS 18001:2007, ISO 45001:2018) and expertise in risk assessment, remediation technologies, process safety management, water pollution control, and sewage treatment systems. He has served on ASTM technical committees for waste management, environmental assessment, and corrosion of metals. A co-author of award-winning papers, including The HKIE Best Transactions Paper Prize 2018 and The HKIE Outstanding Paper Award 2017, Alex has received multiple honors, including the HKIE Environmental Paper Award and has been listed in Stanford University’s World’s Top 2% Most Cited Scientists with over 7,500 citations, reflecting his significant contributions to research and industry.
